Osben Laparra, Miami police say a bicyclist spotted the remains of 21-year-old Osben Laparra floating in a bag in Biscayne Bay on Wednesday. Divers searched the area for several hours and later found a second bag.A police spokesman says investigators believe the remains are related to a homicide.
